Less than six weeks after a magnitude-6.9 earthquake struck northern Cebu, communities across the island found themselves facing a second wave of disaster. Typhoon Tino (Kalmaegi) made landfall on November 4, followed shortly by Super Typhoon Uwan (Fung-Wong).
